HUD CoC NOFO

U.S. Department of Housing and Urban Development (HUD) awards funding to the Pikes Peak Continuum of Care (PPCoC) through the Continuum of Care (CoC) Notice of Funding Opportunity (NOFO). Continuum of Care Program funding brings nearly $2.7 million into El Paso County to address homelessness by funding permanent housing, transitional housing, data infrastructure, coordinated entry, and CoC program planning.

Continuum of Care Program Funding

Each year, the Department of Housing and Urban Development (HUD) releases a highly competitive Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) to fund programs that support quickly rehousing people experiencing homelessness. Each year, the CoC Program funding brings nearly $2.7 million into El Paso County to address homelessness through funding permanent housing, transitional housing, data system infrastructure, coordinated entry, and CoC program planning. Community Health Partnership, as the Collaborative Applicant of the Pikes Peak Continuum of Care (PPCoC), leads PPCoC’s consolidated application to the CoC Program NOFO.

During the CoC NOFO competition, the PPCoC must coordinate a local competition to review, rate and rank individual project applications. Ranked project applications are submitted to HUD alongside a Consolidated Application the CoC prepares that details the region’s efforts to collectively address homelessness. The Pikes Peak CoCs Consolidated Application, previously submitted data reports, and the individual project applications are evaluated alongside other CoCs across the county to determine the level of renewal and new funding available.

2024-2025 CoC Program NOFO

On July 31, 2024, the Department of Housing and Urban Development (HUD) officially announced the Notice of Funding Opportunity (NOFO) for the FY2024-2025 Continuum of Care Competition on HUD.gov. This year, Pikes Peak region is eligible to apply for approximately $3.9 million in CoC Program dollars to support permanent housing, transitional housing, data infrastructure and coordinated entry activities.


The Approved CoC Consolidated Application is comprised of the CoC Application and the Priority Project Listing. After a three-month process, the PPCoC successfully submitted our Consolidated Application to HUD for funding consideration on October 29, 2024. We anticipate hearing back from HUD the results of the competition in spring 2025.

The Consolidated Application consists of two parts, the CoC Application and the Priority Project Listing. The CoC Application details efforts made in El Paso County collectively to address homelessness. The Priority Project Listing is a record of the individual projects that are being recommended to HUD for CoC Program funds. These projects were selected through the competitive PPCoC rating and ranking process.

This year, the PPCoC applied for $3,825,997 to fund permanent supportive housing, rapid rehousing, joint transitional housing-rapid rehousing, coordinated entry and HMIS projects.
